Although I am not a pet owner myself but I can empathise with the sadness that comes from losing a family pet.
I think I would like to answer this question by making us briefly think of who goes to heaven and the criteria of going to heaven.
Human beings are comprised of three parts: body, mind, and spirit. Numerous passages in the bible support this fact. For example Jesus’ stated in Mark 12:29-31, “Love the Lord you God with all your heart (reference to your mind and emotions which are part of your soul) all your soul(reference to your spirit or inner-man) and with all your strength (reference to your physical body)
God created animals on day five and six of creation, he called them into existence by His word and called them good. However, when God formed Adam from the dust of the ground, it wasn’t until God breathed into him that Adam came into being (Genesis 2:7). Bible Scholars refer to this as “the breadth of life”. This act of God shows that humans have a spiritual dimension that connects them with God, we became a spirit that has a soul. The spirit is immortal and lives on after death. It is this spiritual dimension that makes the distinction between humans and animals.
While we can’t dispute that animals have personality, memories, fears, and instincts, but they do lack the spirit that allows eternal relationship with God. It is because we are spirit beings that grants us the capacity as believers to have His Spirit dwell in us and also have an eternal relationship with God. Galatians 6:8 says, “For he that soweth to his flesh shall of the flesh reap corruption; but he that soweth to the Spirit shall of the Spirit reap life everlasting.
Ephesians 3:16-17; 16 that He would grant you, according to the riches of His glory, to be strengthened with might through His Spirit in the inner man, 17 that Christ may dwell in your hearts (referring to your inner man) through faith; that you, being rooted and grounded in love,
So pets do not have spirits and so cannot have an eternal relationship with God a key criterion needed to make heaven.
Furthermore, heaven is for the saved. The bible in Romans 10:9 says, “Anyone who believes in their heart and confesses with their mouth that Jesus is Lord will be saved”. Also in John 3:16; “Whoever believes in Jesus will not perish but will have everlasting life”. Consequently we note that admission to heaven is granted to those who believe and confess Christ; these are two things animals cannot do (Animals cannot believe in Jesus in their hearts, neither can they confess Jesus as Lord)
